Specifications for short-term rental properties from 1/10/2025 – Circular

Circular 19567/2025 was published by the Ministry of Tourism, which defines the following:

In view of the entry into force of Article 3 of Law 5170/2025 (A' 6) on October 1, 2025, we inform you of the following:

According to articles 3 and 34 of the above law, from October 1, 2025, specific specifications apply to properties available for short-term lease.

Properties that are already registered and will be registered in the Short-term Accommodation Property Registry maintained at the Independent Public Revenue Authority and have a Property Registry Number (AMA) will be subject to inspection.

Specifically, these properties owe:

a) to be areas of primary use (par. 95 of article 2 of Law 4067/2012 (A' 79)) and to have natural lighting, ventilation and air conditioning,

b) have liability insurance for damages or accidents that may be caused,

c) have an electrician's statement of responsibility, fire extinguishers and smoke detectors, leakage relays or anti-electric shock relays and escape markings, and

d) have a mycicide and disinfestation certificate, a pharmacy with first aid items, as well as a guide with emergency telephone numbers.

A. Main use areas – Natural lighting – Ventilation – Air conditioning

Areas of primary use of buildings are those intended to serve the basic use of the building and the stay of its users in them, such as in residential buildings the bedrooms, day areas, kitchens, offices and have a free height of at least 2.50 m.1 (par. 95 art. 2 Law 4067/2012 (A '79) "New Building Regulation"). Auxiliary use areas are areas that are not intended to serve the basic use of the building and the stay of its users in them, such as circulation areas, corridors, vestibules, stairwells, sanitary areas, engine rooms, warehouses, car parking areas, animal accommodation buildings (par. 96 art. 2 Law 4067/2012 (A '79) "New Building Regulation").

The legality of the site is proven by its construction permit (building permit) and/or by the existence of its regularization, based on urban planning legislation.

The bedrooms should have natural lighting from the external walls or ceiling as a minimum, which will come from frames of a size greater than or equal to 10% of the net area of ​​these spaces.

At a minimum, the bedrooms should have natural ventilation from the external walls or ceiling, which will come from openings in the frames of a size greater than or equal to 5% of the net area of ​​these spaces.

The frames must face either a common area, or an uncovered area of ​​the plot or building, or a side of an open semi-outdoor area, which is open to one of these areas.

Air conditioning is required as a minimum in the bedrooms of the property from a cooling-heating air conditioner (split type or portable), which should have a silent and automated function and ensure the desired conditions

comfort and well-being in these areas. In the case of real estate where the placement of external air conditioner units is not allowed on the facades of the building, the use of portable air conditioners for cooling and heating is recommended. The cooling-heating air conditioner is not mandatory for properties located in mountainous areas with an altitude of 600m. and above.

B. Liability Insurance

For any property that is rented short-term, the owner must have a valid liability insurance policy, for damages or accidents, with a legally licensed Insurance Company.

The register of legally licensed (Re)Insurance Undertakings is available on the website of the Bank of Greece (Register of (Re)Insurance Undertakings).

C. Responsible electrician installer statement – ​​Fire protection – Escape sign indications

Every property that is leased for a short period of time should have a valid Installer's Responsible Declaration (IRD), in which the existence of leakage relays or anti-electric shock relays will be confirmed. With regard to fire extinguishers, the existence of one (1) portable dry powder or water-based fire extinguisher, at least six (6) kg2, per 100 sq.m. of mixed surface, in application of par. 2.5.1. of article 2 of chapter B of the p.d. 41/2018 "Building Fire Protection Regulation" (A' 80) for temporary accommodation.

Also, autonomous smoke detectors must be installed in each property, which will be placed on the roof and cover at least the square meters. of the surface of the bedrooms and the kitchen.

Finally, the short-term rental property should have safety lighting at all its exits as well as escape signage.

D. Myocide and disinfestation certificate – First Aid Pharmacy – Guide with emergency telephone numbers

Any property that is rented short-term should have a valid Mycocide and Disinfestation Certificate from licensed companies for this purpose.

The first aid kit should be labeled in Greek and English "FIRST AID KIT" and its contents should include at least the following:
